University of Baltimore City Scholars Program
As an anchor institution in Baltimore City, the University of Baltimore’s academic programs,
educational outcomes, and commitment to community engagement help meet the needs of city
government, residents, neighborhoods, businesses, non-profits, and more. UB students are
primarily Maryland residents who work in Baltimore and continue to live in the Baltimore region
upon graduation. Therefore, UB graduates have a significant favorable impact on the City’s
workforce and community.
The University of Baltimore in collaboration with the City of Baltimore Department of Human
Resources will provide active full-time employees an opportunity to receive a scholarship to
attend the University of Baltimore. The scholarship is open to all Baltimore City Employees who
are currently a regular full-time employee with no less than one year of continuous work
experience with the City of Baltimore, as well as spouses and eligible dependents of these
employees.. The scholarships provide working individuals with the opportunity to further their
graduate or undergraduate education and enables a more educated City workforce.
ELIGIBILITY CRITERIA
Applicants must have, at minimum, 12 months of full-time work experience as outlined
below:
o First preference: A 12+month full-time employee of Baltimore City Government
o Second preference: A qualifying spouse or qualifying dependent of a 12+ month
full-time employee of Baltimore City Government
Applicants must meet the following academic requirements at a minimum:
o Undergraduate Applicants: Must have a minimum of 60 transferable credits
earned with a cumulative grade point average of 2.5 or higher.
o Graduate Applicants: Must have verification of graduation and degree conferred
with a cumulative grade point average of 3.0 or higher
Law and Doctorate Degrees are excluded from this program
APPLICATION PROCESS
Upon meeting eligible criteria, applicants should complete the following steps:
Complete University of Baltimore online application, be admitted to UB and enrolled in
good standing in a degree-granting graduate or undergraduate program.
Provide an official transcript from each institution attended and all supplemental
materials required.
Complete the residency form from the University of Baltimore.
Complete the Free Application for Federal Student Aid (FAFSA)
Complete Department of Human Resources required documents, to include:
o City employment verification
To be included for all applicants; COB employee must include their COB
Employee ID number in the application and needs to be attached for the
employee, spouse and dependent applications
Qualification of eligible spouse and/or dependent will be verified if not
already enrolled in COB benefits
o Statement of purpose
o Supervisor’s Letter of Recommendation and Support
Required only if the City employee is applying
o Resume

and personal statement, and use the following application fee

Scope of Award
Awards are renewable provided the student maintains continual enrollment, makes satisfactory
academic progress, remains in good standing at UB, and maintains eligibility as originally
outlined. The scholarship award, is granted:
Up to 8 semesters for undergraduate students.
Up to 6 semesters for graduate students
Scholarship recipients are responsible for the costs of all books, supplies and related
university fees.
Scholarship funding will be provided at in-state tuition rate, if scholarship recipient is
considered out of state, they are responsible for the difference between in-state and out
of state costs.
Scholarship awards will typically be partial awards, potentially up to a maximum award
equal to one-half of tuition and fees
Financial aid from the Baltimore City Scholars Program will be awarded after all other
available grant aid is considered; the award will not result in total grant aid in excess of
tuition and fees

Scholarship Recipients are required to:
Attend award ceremony
Commit to be featured in University of Baltimore social media
Attend at least 3 admission events for prospective students to share experience (Open
House, Information Sessions, etc. ..)
Maintain the required GPA
o Undergraduate 3.0
o Graduate 3.25
The Baltimore City Scholars Program will replace and expand the Scholars Program that was
launched in 2003.
Terms may be further defined and modified in writing by the University of Baltimore from time
to time.
Scholarship Application Submission Information
Important Information:
Scholarship applicants MUST APPLY for admission to the University of Baltimore by August 7, 2020
Scholarship applications MUST BE RECEIEVED by DHR no later than August, 7, 2020
o Scholarship recipients shall be contacted via email on August 17, 2020
o Non-recipients shall be contacted via email by August 17, 2020
o e-Blast announcement of Scholarship recipients shall be sent on August 17, 2020

Qualified Baltimore City employees may submit a complete Application Packet through Wufoo by August 7,
2020.
The Application Packet must include:

Prepare a 1-2 page essay describing your long-term and short-term career goals as they relate
to the identified area of study.
This statement may include references to a specific position that you seek to attain, or to a

how you envision being impactful; and why this is important.
The essay must be:
(1) On 8 ½” x 11” paper with one inch borders

It is important that the fellowship result in an employee’s real contribution to the City of
Baltimore. Most courses will be available to recipients during nights and weekends; however
the supervisor’s full support of the candidate’s participation is a vital element to a successful
program.
o If a spouse or dependent is applying for the scholarship, a letter of recommendation is
NOT required.
