Programme Design Integration Forum (DIF)

Role
The The Technical Design Authority (TDA) will provide a forum at which all technical
aspects of Technology design will be presented, discussed, demonstrated ( where
practical) endorsed and/or approved. In addition the TDA will consider the ongoing
cost impact of the decisions made and advise this to the TADC. The TDA does not
have authority to make any commercial or cost decisions.
The Technical Design Authority will provide key recommendations and escalate
design decisions to the TADC in cases of significant operational or service impact or
deviations from the agreed ICT Strategy and/or Enterprise Architecture principles.
The Technical Design Authority will have the delegated authority to ratify any
decisions relating to the designs developed by the BT programme or other BAU
projects, within the authorities delegated via the approved Information Technology
Blueprints, IT Strategies, Technology Roadmaps and technical design patterns.
Areas outside of delegations will be provided as recommendations, containing
options analysis to the TADC.
The Technical Design Authority will review and make decisions on all integration
issues, relating to technical aspects of applications and technology architecture.
The Technical Design Authority may recommend scope items for inclusion in BT
Releases where “should do” or “could do” items however the final approval will rest
with the TEWC then PGC.
Membership
The Technical Design Authority membership and
administrative requirements are as follows:

Quorum: Chair + voting members to ensure a minimum of
67% Consensus: Chair + voting members to ensure a

Veto rights: Chair (Note 1)
Frequency: Twice Weekly (Tuesday and Thursday)
Responsibilities
• To ensure that all technology elements of all IR projects covering Applications
Solution Architecture and Technical Architecture are aligned.
• To provide formal approval of any planned deliverable within the TDA’s delegated
authority i.e. to serve as a key review forum.
• To provide recommendations including options analysis and proposed
recommendation(s) to the TADC. This may also include demonstrations of the
solutions with supporting documentation.
• Ensure alignment with existing standards.
• Ensure alignment with agreed design patterns, Strategies and Roadmaps.
• Ensure alignment with sustainability models and enduring state.
